The individual achievements submitted for registration must necessarily correspond to the direction of the applicant's future research.

Articles and patents submitted for individual achievements must be published and indexed by Scopus or Webofscience before the day the documents are accepted. Information about the peculiarities of conducting entrance examinations for incoming disabled people

Applicants with disabilities pass entrance examinations in the manner prescribed by the rules for admission to study in educational programs of higher education - programs for the training of scientific and pedagogical personnel in the graduate school of the Moscow State Technical University. N.E. Bauman, taking into account the peculiarities of psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics).

When conducting entrance examinations for incoming disabled persons, the following requirements are met:

Entrance tests are held in a separate audience, the number of applicants in one audience should not exceed 12 and 6 people, respectively, when passing the entrance test in writing or orally.

It is allowed to be present in the audience during the entrance test of a larger number of applicants with disabilities, as well as conducting entrance examinations for incoming invalids in the same audience together with other applicants, if this does not create difficulties for applicants when passing the entrance test.

Rules for filing and considering appeals based on the results of entrance examinations

According to the results of the decision of the examination committee on passing the entrance test, the applicant (trustee) has the right to file an appeal with the appeal commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance test and (or) disagreement with the obtained assessment of the results of the entrance test.

Consideration of the appeal is not a retake of the entrance test. During the consideration of the appeal, only compliance with the established procedure for conducting the entrance test and (or) the correctness of evaluating the results of the entrance test is checked.

The appeal is submitted by one of the methods specified in clause 4.4 of these admission rules.

The appeal is submitted on the day of the announcement of the results of the entrance examination or during the next business day. An appeal for violation of the established procedure for conducting an entrance test can also be filed on the day of the entrance test.

Consideration of appeals is carried out no later than the next working day after the date of filing the appeal.

When considering an appeal, the members of the examination committee and the applicant (trustee), who must have an identity document with him, have the right to be present.

After consideration of the appeal, the decision of the appeal commission is made:

Admission to training is carried out according to the results of entrance examinations. Persons with the highest number of points scored in the entrance examinations are enrolled.

Clause 8.2 The list of applicants is ranked according to the following criteria:

  • in descending order by the amount of competitive points;
  • if the amount of competitive points is equal - in descending order of the sum of competitive points awarded based on the results of entrance examinations, and (or) in descending order of the number of points awarded based on the results of individual entrance examinations, in accordance with the priority of entrance examinations established by the University in clause 4.1 of the Rules.

The Federal State Budgetary Educational Institution of Higher Education of the KemGMU of the Ministry of Health of Russia does not provide for the possibility of conducting entrance examinations using distance learning technologies.

Knowledge assessment scale and the minimum number of points confirming the successful completion of the entrance test when taking entrance examinations to graduate school

In order to ensure objectivity and uniformity in the assessment of knowledge when taking entrance examinations to the postgraduate studies of the KemGMU, the following unified scale for assessing knowledge is used.

I. Oral response to the questions of the program of the entrance examination to the postgraduate study in philosophy - is assessed on a scale of 5 points.

II. Athonest answer to the questions of the program of the entrance examination to graduate school in the chosen foreign language - is assessed on a scale of 5 points.

III. Oral response to the questions of the program of the entrance examination to graduate school in the chosen scientific direction (specialty) - is assessed on a scale of 5 points.

IV. Evaluation of written work - abstract in the chosen scientific direction. Assessed on a scale in 5 points.

V. Individual achievements in scientific or educational activities are assessed in accordance with the paragraph "Accounting for individual achievements of applicants for admission to training of the Procedure for accounting for individual achievements of applicants to the Federal State Budgetary Educational Institution of Higher Education KemGMU of the Ministry of Health of Russia for training in educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school."

When grading, the scores obtained in the evaluation of all types of tests are summed up.

The minimum number of points for the entrance essay (written work) for admission of the applicant to the entrance examinations - 3 points.

The minimum number of points confirming the passage of the oral entrance test - 3 points.

The minimum amount of points for participation in the competition for the budget and submission for enrollment is 12 points.

The minimum amount of points for participation in the competition for a contract and submission for enrollment is 11 points.

Entrance tests in a special discipline, foreign language and philosophy are held in Russian.

The procedure for accounting for individual achievements of applicants entering the FGBOU HE KemGMU of the Ministry of Health of Russia for training in educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school

Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training (Part 7 of Article 69 of the Federal Law N 273-FZ.).

Accounting for the results of individual achievements is carried out by accruing points for individual achievements and (or) as an advantage if the criteria for ranking the lists of applicants are equal.

Points awarded for individual achievements are included in the amount of competitive points.

The applicant submits documents confirming the receipt of individual achievements.

Individual achievements of applicants are taken into account if the period from the date of receipt of a document confirming the result of an individual achievement to the date of completion of the acceptance of documents and entrance examinations, inclusive, is no more than 5 years.

Copies of supporting documents are enclosed in the personal file of the applicant.

V. FEATURES OF ENTRANCE TESTSFOR ENTERING DISABLED PEOPLE

5.1. The university provides entrance examinations for incoming disabled people, taking into account the peculiarities of their psychophysical development, their individual capabilities and health status (hereinafter referred to as individual characteristics).

5.2. The University must create material and technical conditions that ensure unimpeded access of incoming disabled people to classrooms, toilets and other premises, as well as their stay in these premises (including the presence of ramps, lifts, handrails, widened doorways, elevators; in the absence of elevators, the auditorium should be located on the first floor of the building).

5.3. Entrance tests for incoming disabled people are held in a separate auditorium.

The number of incoming disabled people in one classroom should not exceed:

When passing the entrance test in writing - 12 people;

When passing the entrance test orally - 6 people.

It is allowed to be present in the audience during the entrance test of a larger number of applicants with disabilities, as well as conducting entrance examinations for incoming invalids in the same audience together with other applicants, if this does not create difficulties for applicants when passing the entrance examination.

It is allowed to be present in the audience during the entrance test of an assistant from among the employees of the University or involved persons who provide incoming disabled people with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete the task, communicate with employees of the organization conducting the entrance test) .

5.4. The duration of the entrance test for applicants with disabilities is increased by no more than 1.5 hours.

5.5. Applicants with disabilities are provided in an accessible form with information on the procedure for conducting entrance examinations.

5.6. Applicants with disabilities can, in the process of passing the entrance test, use the technical means they need in connection with their individual characteristics.

5.7. When conducting entrance examinations, the following additional requirements are ensured, depending on the individual characteristics of incoming disabled people:

1) for the blind:

Tasks to be completed at the entrance examination are drawn up in Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;

Written tasks are performed on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;

Applicants to complete the task, if necessary, are provided with a set of writing utensils and paper for writing in Braille, a computer with specialized software for the blind;

2) for the visually impaired:

Individual uniform illumination of at least 300 lux is provided;

Applicants, if necessary, are provided with a magnifying device to complete the task;

It is also possible to use your own magnifying devices;

Tasks to be completed, as well as instructions for the procedure for conducting entrance examinations, are drawn up in an enlarged font;

3) for the deaf and hard of hearing:

The availability of sound amplifying equipment for collective use is ensured, if necessary, sound amplifying equipment for individual use is provided to applicants;

Sign language interpreter services are provided;

4) for the deaf and blind, the services of a typhlosound and sign language interpreter are provided (in addition to the requirements fulfilled respectively for the blind and the deaf);

5) for persons with severe speech impairments, deaf, hard of hearing, entrance examinations conducted orally, by decision of the organization, are held in writing;

6) for persons with disorders of the musculoskeletal system, disorders of the motor functions of the upper limbs or the absence of upper limbs:

Written tasks are performed on a computer with specialized software or dictated to an assistant;

Entrance examinations, conducted in writing, are conducted orally by the decision of the organization.

5.8. The conditions specified in clauses 5.3 - 5.7 of the Rules are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.

Information about the possibility of remote entrance examinations

In FSBEI HE KemGMU of the Ministry of Health of Russia, remote entrance exams are not provided.

VI. RULES FOR SUBMISSION AND CONSIDERATION OF APPEALS

6.1. The applicant (authorized representative) has the right to file an appeal with the Appeal Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the obtained assessment of the results of the entrance examination.

6.2. The appeal is submitted by one of the methods specified in clause 3.4 of the Rules.

6.3. During the consideration of the appeal, compliance with the established procedure for conducting the entrance examination and (or) the correctness of the assessment of the results of the entrance examination is checked.

6.4. The appeal is filed on the day of the announcement of the results of the entrance examination or within the next business day. An appeal for violation of the established procedure for conducting an entrance test can also be filed on the day of the entrance test.

6.5. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

6.6. The applicant (trustee) has the right to be present during the consideration of the appeal.

6.7. After consideration of the appeal, the Appellate Commission decides to change the assessment of the results of the entrance examination or leave the specified assessment unchanged.

If there are disagreements in the Appeal Commission, a vote is taken, and the decision is made by a majority of votes. In case of equality of votes, the vote of the chairman or chairman of the meeting of the appeal commission is decisive.

The decision of the appeal commission drawn up in the protocol is brought to the attention of the applicant (trustee) and is stored in the personal file of the applicant. The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

Targeted training is possible at RTU MIREA. Targeted learning mechanisms are regulated by Decree of the Government of the Russian Federation dated March 21, 2019 No. 302. For applicants, the rules for admission to targeted training are established.

What is Targeted Learning?

Targeted training is training in budget places under programs of secondary vocational or higher education in the interests of the customer (authority or municipal government, enterprise or even an individual entrepreneur).
Targeted training is carried out on the basis of an agreement with a customer who is interested in teaching a student in a specific area of ​​training or specialty and his subsequent employment.
As part of the implementation of targeted training, the customer is obliged to provide (or arrange for the provision) of social support measures to the student, which may include a wide range from additional scholarships to housing, and guarantees employment.
The student, for his part, is obliged to master the educational program and work for at least 3 years at the enterprise, which is indicated in the contract, in the position, which is also indicated in the contract. The contract may also stipulate the level of wages for employment.

Admission to targeted training

Who is available for: Admission to a university for targeted training is possible only for applicants entering higher education programs. For applicants entering secondary vocational education programs, such an opportunity is not provided, although a targeted training agreement is an additional advantage in admission.

Term of conclusion of the contract: An agreement on targeted training must be concluded before the applicant has submitted an application for admission to study.

Who is the customer: Only authorities, local governments, state organizations, municipal institutions and organizations with state participation can be the customer for admission to targeted training.

What programs to apply for: Admission to targeted training in state-funded places is possible ONLY in the areas of training, specialties from the approved list specified in the order of the Government of the Russian Federation of February 11, 2019 No. 186-r (with additions established by the order of the Government of the Russian Federation of May 18, 2019 No. 979- R).

Below is a list of RTU MIREA programs for which admission to targeted training is possible *.

How the quota is allocated: Applicants enter the university as part of a separate admission quota for targeted education. The admission quota is set by the Government of the Russian Federation as a percentage of the number of budget places.

Sanctions for non-performance of the contract: An agreement on targeted training, with which a student enrolled under a quota, cannot be terminated. Sanctions in case of non-fulfillment of the terms of the contract due to the fault of the student / customer / employer - compensation to the university for the cost of education for the past period.

The order of admission to the university

Acceptance of documents within the quota for targeted training is carried out in the same manner and within the same time frame as for other budget-funded places. When applying, you must present a copy of the training agreement with the company that entitles you to participate in the competition for targeted places.

Recruitment for targeted education at a university is carried out on the basis of a separate competition, and applicants applying for targeted places are enrolled at the university earlier than persons participating in the general competition. Applicants who did not pass the competition for targeted places can participate in the general competition for budget places.

When documents are returned to persons entering the target places, the right to the target place is lost for them.

Target places remaining free after the publication of orders for enrollment are provided to applicants participating in the general competition.

Even if an applicant has an agreement on targeted training, he is not obliged to enter the quota. He can act on a general basis and, if he goes to the budget, he will still remain a student of targeted education in accordance with the contract, but at the same time he will avoid possible additional sanctions for non-fulfillment of its conditions.
