Rybolovlev, who has been living in Monaco for several years, has been selling off his assets since 2008, when his divorce proceedings with his wife Elena began. From the sale of 63.5% of Uralkali and 20% of Silvinit, the businessman could gain about $7 billion, Vedomosti calculated. At the end of 2016, Forbes magazine estimated Rybolovlev's fortune at $7.7 billion (12th place in the list of the richest people in Russia), which is $1.1 billion less than in 2014. As in consulting companies, the billionaire planned to receive $ 500 million for the asset. A source familiar with the seller’s realtors told RBC in October 2015 that the cost was lower: until the summer of 2014, the building was estimated at about “$ 350 million plus”, but then it began to cost "More than $200 million." Almost all active investors in the real estate sector applied for Voentorg. So, among the applicants were O1 Properties Boris Mints, UFG Asset Management and Assent Alexander Samonov. In December 2015, it became known that the BIN group (today Safmar) of the Gutseriev family and Mikail Shishkhanov became interested in Voentorg. However, in May 2016, Vedomosti wrote that the BIN group was forced to abandon the deal because it failed to raise a loan to purchase the facility.

If the deal with Fosun is closed, it will become one of the largest in the commercial real estate market with the participation of foreign companies. According to CBRE, in 2016, $4.5 billion was invested in offices, shopping centers, warehouses and hotels in Russia. At the same time, less than 5% fell to the share of foreigners, and companies with state participation invested about 40%. For comparison: in 2015, foreigners accounted for more than 15% of investments in commercial real estate, and in 2014 - more than 37%. True, in 2017, CBRE analysts expect a reverse trend: the share of foreign companies should begin to grow, and the total investment in the market will reach $5 billion.

The first steps of military trade in the USSR.

The history of the modern Voentorg began in the distant post-revolutionary years. For the first time, the Central Directorate of Red Army Shops (TsUKL) was created in the USSR by Order of the RVSR No. 373 of December 13, 1918. According to this order, warehouses, special departments and shops were deployed, which were supposed to become military stores. The TsUKL was transferred to the Central Army Supply Directorate in July 1919. Later, in 1921, specialized military consumer societies (VPO) were created at the garrisons in accordance with the decree "On Cooperation" and the decree of the Council of People's Commissars of the RSFSR. Military-cooperative departments were also created in the districts at this time. These organizations were supposed to create military stores not far from the military units. It was planned to organize the military department of Voronezh, the military department of Yekaterinburg, etc. And in the system of the Centrosoyuz, the All-Russian Military Cooperative Directorate appeared, which was engaged in the distribution and control of such military stores.

However, in July 1924, military trade ceased to exist, the already established Moscow military stores were disbanded, and military stores disappeared in almost all cities of the country: the military store in Novosibirsk, the military store in Penza, and so on throughout the USSR, almost every military store in Moscow was closed. The maintenance of the army is transferred to the Central Workers' Cooperative. Closed military cooperatives (voentorgs) appeared only in 1929-1930. Their appearance was caused by a shortage of food in military units. Under the Central and regional consumer unions, the so-called military cooperative sectors were created, the function of which was to control the provision of military cooperatives, the supply of goods to military stores. On the basis of these sectors, the Central Military Cooperative Directorate was created in April 1932. And, finally, on October 17, 1935, by a special resolution of the Council of People's Commissars, the Central State Association of Military Trade and Service of the Industrial and Domestic Needs of the Army and Navy was created under the abbreviated name Tsentrvoentorg. All the main military trade enterprises of the Central Union were transferred to him. And already on April 3, 1938, Tsentrvoentorg was reorganized into Glavvoentorg - the Main Directorate of Military Trade Enterprises.

Development of field military trades.

Just before the war, in 1939, Glavvoenflottorg and Glavspetstorg were also created. A special place in the system of pre-war trade enterprises involved in supplying the army was occupied by field military offices. These organizations were created to serve military units in wartime. Their structure included a regimental store (military store), a divisional military store, a front military store and an army store. Such institutions began to appear in the USSR in 1939-1940. At the end of the war, there were about 30,000 employees in such field military departments, while there were almost five thousand trading enterprises in the inner districts.

Mostly field military trades were organized by order of the army headquarters. The headquarters carefully kept records of the economic activities of military stores, in accordance with the instructions of the Glavvoentorg of the People's Commissariat of Trade of the USSR. Field institutions of the State Bank were regularly provided with operational and accounting reports. All field military agencies were required to hand over the proceeds once every six days to the field bank. Voentorg stores were not allowed to spend funds from this proceeds. However, it was allowed to spend a certain amount from the income of public catering organizations belonging to field military agencies. Such field military trades were credited at that time, regardless of their profitability. All possible losses of the military trade were immediately covered by the Glavvoentorg of the People's Commissariat of Trade of the USSR. In certain cases, when the field military department experienced temporary financial difficulties, it could receive an off-plan loan for a period of 45 days from the field office of the State Bank.

A very interesting point in the work of the field military trades is their activities in the Baltic states in servicing units located abroad. On January 4, 1940, A. Samulenko, Deputy Chairman of the Board of the State Bank of the USSR, approved the “Regulations on Settlement and Credit Services for All Operations of the Special Trade, Glavvoentorg of the People's Commissariat of Trade of the USSR in Latvia, Estonia and Lithuania”. Thus, a certain experience was gained in the interaction of important elements in the structure of state management, including the organization of military trade, both on the fronts of hostilities and abroad.

Of course, the first war years were marked by significant difficulties for military stores, which were the result of a lack of personnel and funds. During the process of mass formations of military formations and units, when entire armies and fronts were rapidly created, there was a significant shortage of military stores. Many military stores of St. Petersburg (Leningrad), Moscow military stores did not work, goods were not supplied to the military stores of Volgograd and other cities of the country. The reason was that a significant number of military trade and trade workers went to the front. Thus, the number of military personnel of the apparatus of the Glavvoentorg and district military departments, such as the military department of Rostov or Chelyabinsk, the military department in Nizhny Novgorod and their branches, has decreased three times. In addition, many workers, for example, the wives of officers who worked in stationary military stores before the war, were evacuated from cities close to the front line.

But it was necessary to form a sufficient number of field military agencies in a short time, even with such problems. Such field trading enterprises as military stores had to organize high-quality service for the personnel of the troops in difficult combat conditions. Mobile trading field enterprises, as well as Moscow's military departments, had to be provided with quality goods. Many branches of the military trade were also created in the internal districts to provide services for military personnel undergoing training. The military department of Yekaterinburg, the military department of Ufa and others were created. It was also necessary to organize a quick supply of military families through a network of military stores mobilized into the army, and employees of trade and household enterprises and military stores - with technical equipment and essential goods. Also, the production of military field goods and the supply of them to the troops through military stores was gradually established.

At the same time, market funds in the country for a large number of important goods supplied to military trade stores were significantly reduced. The situation was also complicated by significant losses of technical equipment and goods during the battles in the territories of the border military districts. In the first six months of the war alone, Glavvoentorg lost more than 350 million rubles. Especially these losses concerned the mobile shops of the military trade. Therefore, in July 1941, a joint order was issued by the People's Commissar of Defense of the USSR and the People's Commissar of Trade of the USSR, which approved the Regulations on the organizational and legal foundations for the activities of all field military trades. This Regulation made Glavvoentorg responsible for organizing army and front-line field military trades, which were supposed to provide food for personnel. In addition, their tasks included the organization of public catering and the provision of personal services to the command staff. This was supposed to be done by the military departments of Moscow, as well as the military department in Yaroslavl, the military department of Khabarovsk and others. Military departments, in particular, military stores, were not created in the units themselves, headquarters of corps and divisions, service was carried out through buffets and mobile shops. Special funds of industrial and food products were allocated for field military trades, decentralized procurement of non-grain agricultural products was carried out. For the delivery of goods, the chiefs of the logistics of the armies allocated a large number of vans and other equipment to the military departments.

The personnel were mainly served through stalls, mobile shops and tents that served as military stores. But soon, in the summer of 1941, the mail order business began to appear. Small parcels containing a set of goods in constant demand were formed at the front bases of stationary military trades and sent to military units. Such a practice, for example, was implemented by the military department of Voronezh, the military department of Samara, the military department of Chelyabinsk and many others. For several months in 1941, 65 thousand such parcels were sold. By the end of 1941, the total turnover of all military trade had already reached 110 million rubles.

But the implementation of military trade in that period was not without significant shortcomings. Front military offices could serve only field administrations at the fronts and military units. Army military departments functioned completely autonomously. Mobile shops were not introduced into the state of the formations, but remained at the disposal of the army military departments. Thus, interruptions were created in the sale of goods for soldiers' demand, the military department of Kazan, the military department of Saratov, and the Omsk military department had a shortage of goods. Another disadvantage of such trade was that sometimes it was not known where the divisions would be located at the time the goods were sent.

In the Instruction on the activities of front-line and army military stores and field military stores of 08/31/1941, as well as in a joint order of the People's Commissar of Defense with the People's Commissar of Trade of the USSR, the duties and rights of the main workers of the military store were detailed. The features of the relationship between military stores and management, as well as the procedure for the operation and location of enterprises of military stores, were approved. However, this Instruction did not introduce fundamental changes in the order of military trade. The military departments of Perm, the military department of Rostov and other military departments of the country still needed food and goods.

Starting in 1942, the service of personnel began to improve significantly. The military departments of Moscow were the first to feel this. This is due to an increase in the self-procurement of various products by local workers. At some military agencies, such as the military agency of Novosibirsk, the military agency of Togliatti or the military agency of Krasnoyarsk, subsidiary farms were organized. Military store vendors often appeared in military units during respite between battles and ensured uninterrupted trade.

Decentralized purchases of food and industrial goods were carried out. The number of farms has increased. The turnover of military trade, in particular the activities of military trade, by the end of 1943, approached a billion rubles. However, the workers of the military trades and military trade shops made little use of all the opportunities for the production of an assortment of goods for the military on the basis of waste, local raw materials, and other goods of small enterprises of the cooperative and state industries. New tasks also appeared in connection with prices and settlements of military stores in foreign currency. In 1944, the GKO issued a special decree, according to which the Glavvoentorg was to expand its own food bases. According to this decree, rural subsidiary farms supplying products to the military departments were to be organized at each field military department. Began to improve and everyday services for the composition of all troops. The network of enterprises grew, mainly due to laundries, sewing, shoe shops, photo studios, hairdressers, as well as enterprises that produced consumer goods. In general, the list of duties for all field military agencies was very wide and the military agencies coped with the tasks assigned to them with honor.

The role of military agencies in supplying the Soviet Army during the war years.

Although the military trade system was created before the Second World War to improve the service of the Soviet troops, the military trade and the network of military stores became a completely new structure during the war. Canteens of the military trade, for example, provided food to the personnel of the headquarters of the front and armies. Voentorgs bought products from the population or received them from subsidiary farms. Since the quality of service and table setting were of great importance for such canteens, many letters of thanks were sent to the military departments, such as the military department of Yekaterinburg or the military department of Rostov.

Voentorgs also helped soldiers and officers to acquire those items that were not included in the quartermaster's list. Voentorg of Vladivostok, Voentorg of Saratov, Voentorg of Omsk, Voentorg of Yekaterinburg, Voentorg of Kazan, Voentorg of Nizhny Novgorod and all other military agencies of the country offered, for example, needles and threads, pencils and paper, cologne and shaving razors, buttons and combs, pipes, mouthpieces and pouches, lighters and pocket mirrors.

During the war, the military trade provided parcels with certain everyday goods to the front. For example, in 1944, about 5 million such parcels were sold by the military trade. During the hostilities, truck shops with the necessary things from many military dealers also went to the forefront.

Glavvoentorg, which was the main trading military institution in the USSR, was headed by G. A. Zaitsev at the beginning of the war, and then, from August 1942 to October 1943, I. R. Khokhlov was the head. Both of them were civilians, but had some experience in trading and organizing military stores in combat conditions.

However, in October 1943, a career military man, major general of the quartermaster service, P.V. Kochetkov, who had previously been a member of the Military Council of the Volkhov Front and was well versed in the work of military traders, was appointed head of the Glavvoentorg. He managed to establish a better correspondence of trade support to the needs of military field life. Many military departments, such as the military department of Krasnoyarsk, the military department of Novgorod or the military department of Chelyabinsk, were already functioning more efficiently.

Control over the work of the field military departments was carried out by the Main Directorate of Food Supply of the Red Army. Then a special department was created, which directed the activities of the Glavvoentorg to fulfill the tasks of the activities of the military departments, corresponding to the directives of the Supreme High Military Command.

In general, Glavvoentorg was subordinate to the People's Commissariat of the USSR. This to some extent complicated the work of military agencies, because they were sometimes denied the construction of premises, repairs and vehicles in military units. In response to this, Glavvoentorg sold goods to large cities, in particular, to the military departments of St. Petersburg (then Leningrad), to the military department of Yekaterinburg and others, from which the remote garrisons mainly suffered. In addition, such military agencies as the Tyumen military agency or the Penza military agency had an extremely weak material and technical base.
