The Ministry of Education strives to create favorable conditions for learning in all regions of the country. Besides providing effective work it takes care of the needy and socially unprotected category of students. For this, students in need are assigned social scholarship.

Definition

Social scholarship is one of the measures state support, aimed at financial assistance to low-income and vulnerable groups of the population. It is provided to students, while its distribution occurs at two levels of education.

  1. The average. These are colleges, technical schools and other educational institutions that implement secondary vocational education programs.
  2. Higher. This category includes universities - universities, academies, institutes. At the same time, the scholarship is provided for not only bachelor's programs, but also master's programs.

The social scholarship does not depend on the educational one - it is appointed only on special grounds. Moreover, it is charged monthly and has a fixed amount.

This type of material assistance is regulated by certain regulations.

Normative base

The accrual of social scholarships is based on the following laws.

Who is eligible for a social stipend?

Not all students are eligible for social stipends. To obtain it, you must meet the following criteria:

  • study at full-time department;
  • be on budget education;
  • have no academic debts.

In addition, the scholarship is provided only to certain categories of citizens.

  1. Orphans. These include students who do not have parents (due to the death of the latter) from birth or who have lost them before the age of 18.
  2. Left without parental care. This category includes children whose mother and father have been deprived of parental rights.
  3. Disabled people of the first and second groups. The presence of a disability must be documented by a medical certificate.
  4. Poor citizens. The student's family income (or his own) does not exceed the subsistence level established in the region.
  5. Students who have suffered radiation exposure as a result of an accident at Chernobyl nuclear power plant and other radioactive disasters.
  6. Students who have served under a contract for three or more years in the armed forces of the Russian Federation, the Ministry of Internal Affairs and other military structures.

Additional help from the university

Some universities provide assistance to state employees who find themselves in difficult living conditions or suffering from an incurable disease. In these cases, the administration educational institution can independently establish the types of scholarships for needy students. Such a measure is not a state one - it is an initiative of the university itself.

As a rule, material support is provided:

  • poor students;
  • student families with small children;
  • disabled people and other categories of citizens.

The assistance provided is always realized only in the form of cash payments - it can take the following forms:

  • free meals in the dining room;
  • supplement to the scholarship;
  • preferential living conditions in a hostel;
  • survivor benefits;
  • one-time financial assistance for food, clothing and other necessary things;
  • provision of materials for training (notebooks, textbooks, stationery);
  • others are at the discretion of the institution.

Peculiarities

Social scholarships differ from ordinary (academic) ones and have their own characteristics.

  1. Provision of payments for a period of one calendar year. Social assistance is awarded only for the full 12 months. After the end of this time, you need to reapply to extend payments. If this is not done, the scholarship will no longer be awarded.
  2. Year-round provision. These types of social assistance operate continuously throughout the whole year. During the vacation period, the scholarship continues to be paid. The same applies to maternity and academic leave.
  3. Academic achievement. Grades do not affect the receipt of this type of payment. Even if a student has unsatisfactory marks in his / her certificate book, this is not a reason for canceling the social scholarship.

Along with this, there are reasons for the termination of payments.

  1. Change or cancellation of the basis that previously gave the right to receive a social scholarship. For example, for low-income students, this is an increase in the level of family income (above average). In this case, it is imperative to provide up-to-date information to the university, otherwise the payments received will be considered illegal.
  2. Repeated course. If the student leaves for a second year of study, the payment of the scholarship is terminated.
  3. Debts. Many are interested in the question of whether there is a concept of "suspension of social scholarships." Yes, in the presence of academic arrears and an open session, payments will not be credited. But if the student removes this cause, they will be renewed.
  4. Deduction. One of the important reasons for the abolition of social assistance is the student's expulsion from the educational institution. It does not matter whether he was expelled for academic failure or left the university at will. But upon reinstatement, the student has the right to re-assign a scholarship.

These are the main reasons on the basis of which the accrual of the social stipend can be terminated. Its cancellation can also occur on the personal initiative of the student, but this exception is rare.

The size

The amount of social assistance is small. It will not be enough to satisfy the basic necessities of life in one month. Payments are only minor material assistance.

The amount of the scholarship is determined by the university independently, but it cannot be less than the minimum established by law.

Table 1. The minimum amount of social support

Everyone in life can have a difficult life situation, which he is not able to cope with on his own. This can be illness, severe injury or disability, loss of a breadwinner, or poor family financial security.

If such a nuisance happened to a student, the state is obliged to support him, namely, to appoint an additional social scholarship. We will talk about what scholarships are and how they can be issued in our article.

What is a social scholarship and who can receive it

In addition to the standard (and for some outstanding students and), some students are eligible for monthly additional payments. A social scholarship is intended for undergraduate and graduate students studying full-time at the expense of the state (not under a financial agreement) and experiencing financial difficulties. In other words, in order for the state to provide you with material support of this kind, you need, firstly, to be a state employee, and secondly, to fall into one of the following categories of students who are entitled to a social scholarship:

1. Orphans, that is, those whose parents were deprived of parental rights before their majority, as well as children without parental care. The last group includes students whose parents:

  • Missing;
  • Are in jail;
  • Incapacitated;
  • Unknown.

Grant-verified status remains with the student until the age of twenty-three.

2. People with disabilities:

  • Disabled children (persons under eighteen years of age who have been diagnosed with incurable diseases);
  • People with disabilities of the first and second groups (adults whose health status was recognized as corresponding to one of the indicated groups);
  • Disabled childhood (people with life-long incurable diseases).

Where to go and how to apply for a social scholarship

First of all, applicants for this type of material assistance need to contact social protection (social protection department) at the place of registration, registration or temporary registration, where employees will advise you and give you a list required documents(however, you can find this information on the Internet).

What documents and certificates are needed?

  1. Family Composition Statement(a list of persons registered at the same address with you). This document is issued at the passport office at the place of registration upon presentation of a passport or at the housing and communal service. If the student lives in the private sector, he provides an extract from the house book. It is important to note that this document is only valid for 10 days, so it is advised to leave it at last.
  2. Income statement all family members within the last 3 months (income includes pensions, scholarships, salaries, etc.). A working person takes this certificate from an employer upon application (form 2-NDFL), a pensioner - in a pension fund, a student - at a university, etc., that is, in the organization to which the citizen is assigned.
  3. Certificate of the fact of training.
  4. Certificate of (not) receiving a scholarship a different kind.
  5. The passport.

At the end of the calculation of the student's family income in social security, he is issued a certificate that must be submitted to the dean's office or social educator (details vary by institution) along with a statement written in the pattern set by the institution during September.

The scholarship is awarded for 1 year and is paid monthly.

Refusal to receive a scholarship and suspension of its payment

  1. When providing false information or an incomplete package of documents, the educational institution has the right to refuse to pay the student a social stipend.
  2. A student with academic debt at the time of application will also not receive a social scholarship.
  3. The payment of the allowance is terminated when the student has academic debt at the end of the session and is resumed when it is liquidated.

The student should be aware that non-payment of the social stipend due to absenteeism if the student is doing well is illegal. If your institution does this, its management is breaking the law by exceeding their authority.

How much is the size of the social scholarship

Each educational institution forms the amount of "social sphere" independently, depending on the scholarship fund. It's no secret that college social scholarships are less than college-level scholarships. However, at the state level, the Government of the Russian Federation decided that the amount of the social stipend should be at least 730 rubles for students of secondary specialized educational institutions(technical schools, colleges, etc.). In universities(universities, academies, institutes) minimum social stipend 2,010 rubles.

It is paid on condition that the student studies at 4 and 5. Its minimum size is 6307 rubles.

Thus, in order to receive a state social scholarship, it is necessary:

  • Analyze your financial situation and decide if you fall into one of the appropriate categories;
  • Submit a full package of necessary documents for consideration in social protection;
  • Submit a certificate from social protection with a written statement on its basis at your educational institution;
  • Remember that the right to receive a social scholarship must be confirmed annually, that is, every year it is necessary to collect and submit the relevant documents again. Many people find the procedure for obtaining this allowance rather complicated and refuse the right to additional financial assistance, not wanting to face bureaucracy and "paperwork". However, a social scholarship is a good financial help, especially for students, so it's better not to be lazy and get it.

We also invite you to watch a video about who is eligible for a social scholarship under the new legislation:

Quite often, students think about how to get a social scholarship. This question is of interest to many. After all, all payments are peculiar from the state. Students will find it very useful. However, not everyone has the opportunity to apply for a scholarship. social type... Who can get it? And in what order? Sorting out all this is not as difficult as it seems. The main thing is to know the basic nuances of the process.

What is this payment

How to apply for a social scholarship? To understand this issue, you need to understand what kind of payment in question... It has already been said that not all categories of students are entitled to such financial support.

A social stipend is a monthly payment of a fixed amount that is issued to certain university students. For this, the student must be enrolled in full-time education. Direction, specialty do not play a role. She is assigned only when training on a "budget". The suspension of payments is possible only when a certain status is withdrawn or after graduation from the university.

But how to get a social scholarship? This is not as difficult as it seems. But you have to worry about the availability of certain documents in advance. In fact, everything is simpler than it seems.

Who is eligible

It has already been emphasized that not everyone is entitled to a social stipend. Which students have this privilege? To date, the following categories of persons can apply for the scholarship under study in Russia:

  1. Children without care. That is, orphans, as well as those who do not have guardians. Thus, if a student's parents are restricted in their rights, he / she has the right to receive the studied payment until the age of 23.
  2. Disabled students. People with Either children with disabilities can think about how to get a social scholarship at a university.
  3. Radiation-affected people at the Chernobyl nuclear power plant and other accidents.
  4. Citizens who served for 3 years in the Ministry of Internal Affairs or the armed forces of the country, who received disability or serious injury during this period.
  5. Poor students. The most common category of citizens who register social payments in universities.

Now it is clear what kind of people can receive a social type scholarship. The question is - how exactly is it drawn up? What does that require? Each case is individual, but it exists general list papers provided to a particular organization for the appointment of payments.

Where to contact

Interested in a social scholarship? Where to issue it in this or that case? At the moment, citizens should only apply to 2 institutions to bring the idea to life. Of course, if you have a complete list of documents.

Where exactly should I go?

Allocate:

  • social services;
  • the dean's office of the university in which the student is listed.

The corresponding payment is not issued anywhere else. First, with a certain package of papers, a citizen comes to the social protection authorities, then to the university. The last authority assigns the student payment. But this will require meeting some conditions.

Conditions

What do you need to get a social scholarship? If a citizen belongs to one of the categories of recipients, then you will have to check compliance with the rest of the requirements. Some have already been mentioned.

The point is that it is possible to receive a scholarship of a social type only if the following requirements are met:

  • full-time education on a budgetary basis;
  • belonging to one of the categories of recipients;
  • age limit - usually up to 23 years old.

There are no more significant restrictions. If all the requirements are met, then you can think about how to issue a social scholarship. It does not matter whether it is a nonresident student or not. The principle remains the same. What documents are required most often?

Family Composition Statement

So, the first step is to pay a visit to the social protection authorities at the place of registration (or temporary registration). There, upon providing a certain list of papers, the employees will give the student a certificate, which will be needed at the university for the appointment of a scholarship, about belonging to a particular category of recipients. Accordingly, this point needs to be given special attention.

What documents are needed to apply for a social scholarship? The first paper is a certificate of the composition of the family. It is taken in the housing office or the Criminal Code at the place of registration. You can get this certificate from the passport office. It lists all residents of the apartment. The document is valid for 10 days. This fact must be taken into account when collecting other papers. Otherwise, you will have to re-take a certificate on the composition of the family at the passport office.

Income

What do you need to get a social scholarship? The next document that is requested from the social service is an income statement. Required from all family members who live with the student. How long does it take to bring the relevant papers?

The period for which income should be reflected is 3 months. That is, you will have to present certificates of family income for the last 90 days from the date of contacting the social service. Not only earnings are taken into account, but also scholarships, pensions and other benefits. You need to take income certificates either from the social service (for benefits), or from the pension fund, or at work.

Important: sometimes the student's parents are registered at different addresses. How to get a social scholarship in this situation? Proofs of income will be required from both parents. This is important to remember. Otherwise, you can forget about the possibility of receiving social payments at the university.

Training reference

What's next? How to apply for a social scholarship? In order for a citizen to be issued an appropriate permit in the social service, it is imperative to order the so-called student certificate at the university. It proves that a citizen really studies at a higher educational institution. In addition, the course of study, the age of the citizen and his date of birth will be spelled out in it. For social protection, only 2 points are important: belonging to a particular university, as well as the age of the student.

The student's certificate is ordered from the dean's office of the university. Or, in some cases, you can take it from the accounting department or the contract department. It all depends on what rules are in force at the university. It is advisable to take with you the license and accreditation of the educational institution. Suitable Only student's certificate must be in original.

Identification

How can you get a social scholarship? In order to obtain the appropriate certificate from the social protection authorities, citizens must attach a copy to the previously listed document as well. A temporary passport (or rather, a certificate of the corresponding type) will also work. But, as a rule, the social protection authorities require a passport from the student. How to get a social scholarship for a student?

There is nothing difficult about that. If a citizen has a certificate of a member of a large family, or then these documents must be attached when applying for a certificate from social protection.

Additionally

But that's not all! How can you get a social scholarship? Additionally, a citizen may be asked (especially if a person changed personal data or got married / divorced during training) some papers. These include:

  • birth certificates of children;
  • documents indicating marriage / divorce;
  • birth certificate of a citizen who is applying for a scholarship;
  • applicant;
  • disability documents;
  • extracts on the passage of contract service or work in the Ministry of Internal Affairs;
  • medical reports on the state of health of a citizen.

This is a legal requirement. Especially if it is planned to be recognized. Now it is clear what documents are needed to apply for a social scholarship. Failure to provide these papers can cause a lot of trouble. Indeed, in social protection they can refuse to issue a certificate of belonging to candidates for a scholarship of a social type due to insufficient information about a particular family.

At the university

When can I apply for a social scholarship? After all the previously listed list of papers has been referred to the social service, you can wait for the issuance of a certificate from this body. In it, as already mentioned, it will be written about the citizen's belonging to one or another category of recipients of monthly payments.

As soon as the relevant certificate is in hand, it is necessary to write an application of the established form to the university and attach to it:

  • identification;
  • a certificate from social protection;
  • documents that were previously submitted to social protection (optional, but desirable).

Additionally, they may be required to attach account details for calculating the scholarship. Nothing else is needed. The application will be considered for some time. Nonresidents will have to obligatorily attach certificates indicating the citizen's residence outside a particular locality.

A social stipend is issued, as a rule, before the end of September of the year in which the payment will be appointed. Therefore, after entering the university, it is recommended to start the paperwork as soon as possible. There is nothing difficult about that. From now on, it is clear how to issue a social scholarship to a student.

The scholarship has always been, albeit not a large, but tangible financial support. This payment is especially urgent for students with privileged status - those with disabilities or who have lost their parents. For them, the state provides scholarships of a social type.

To receive a social scholarship, a student needs to collect a package of documents and go through the registration procedure.

Who can claim

Payments of this kind are provided only to certain categories of student citizens:

  • persons who are disabled or veterans after participating in hostilities;
  • persons affected by radiation during man-made accidents or disasters;
  • citizens with the first or second group of disabilities;
  • orphans who have lost their parents (adoptive parents or guardians).

Grounds and procedure for providing

To confirm belonging to one of the groups of the privileged category, it is required to provide documents provided for by law, including a certificate from the local body of social services. The package of collected documentation will be the basis for applying for a scholarship.

Another benefit category is low-income students. For them, the order of assignment of payments is observed. The priority category is appointed by a special commission, whose members find out the degree of social insecurity of students.

The following sequence is observed:

  1. Students with parents with a first or second group of disabilities.
  2. Students with non-working parents of retirement age.
  3. Members of large families studying at the university.
  4. Members of single-parent families who are students.
  5. Students with children of their own.

Where and with what papers you need to apply

To obtain financial assistance, you should contact the profile committee or the dean's office. The main document is the original certificate issued by the social protection authority.

Sometimes, together with the application, they are submitted immediately to the accounting department of a university or college. All the nuances of registration in a particular case must be clarified in the dean's office.

Usually, a documentation package is formed from just two points:

  • original certificate issued by the social service authority;
  • and a statement addressed to the head of the educational institution.

Getting Help

Registration always begins with collecting documents and contacting the local social service office with them. Here, the student is given an appropriate certificate confirming his need for social assistance.

You must provide:

  • passport (after checking the information, it will be returned to the applicant);
  • a document specifying the income of each of the family members (these include compensation, salaries, pensions, subsidies, scholarships);
  • a work book is provided for non-working family members;
  • paper from the place of permanent registration, confirming the composition of a particular family;
  • a document on the amount of the scholarship accrued for the last three months (issued by the accounting department of the educational institution);
  • a certificate confirming training in this educational institution.

If a student receives an increased scholarship, for example, for academic success, he can only count on additional assistance in exceptional cases. Such an exception is the family's own family, for which the person is the only breadwinner.

Terms of issue
